Running Scenarios

run_scenarios drives the whole pipeline from a list of settings and campaigns and returns one row for each. It is exported from estimint but runs both packages, and nothing is imported from stateMINT directly. The pages that follow build a Scenario, run a grid of campaigns against a shared baseline, and compare and export the trajectories and cases that come back.
